asked the Minister for Communications the reason he approved a fare proposed by Aer Lingus for the commuter service between Shannon and Dublin at nearly double the level of the previous fare.

I assume that the Deputy is referring to an Aer Lingus proposal to increase the three-day excursion fare Dublin-Shannon (return). I am still considering the Aer Lingus proposal and have not yet taken any decision in the matter.
