Written Answers. - County Donegal Housing and Road Grant Allocations.

asked the Minister for the Environment the various housing allocations to Donegal County Council to date this year; and if he proposes to make further allocations before the end of 1984.

The following housing allocations have been made to Donegal County Council for 1984: Local authority housing, £5.02 million; House purchase and improvement loans etc., £3.99 million.

Allocations to individual local authorities are reviewed during the course of the year in the light of the overall capital allocation for these purposes in the public capital programme, the pace of spending by an authority and the relative requirements of the different authorities. Such reviews may lead to later adjustments in the allocations.

asked the Minister for the Environment the various road grant allocations to Donegal County Council to date this year; and if it is proposed to make further allocations during the latter half of this year.

The information sought in the first part of the Deputy's question is contained in my reply to Question No. 548 of 15 May 1984 (cols. 857 to 865 of the Official Report of that date).

The road grant allocations notified to local authorities, together with a sum of £678,500 which has been reserved for (a) the provision of specialist equipment to deal with conditions of snow and ice clearance, (b) the installation of weigh-bridges and (c) traffic counters, absorb the total of the funds available to me for road grants this year and accordingly I am not in a position to notify additional road grants. However, the road grants already notified are being kept under review and, in the event of some local authorities not being able to claim their allocation in full, any savings will be reallocated to other local authorities which can absorb additional funds on approved road schemes.

asked the Minister for the Environment if he will make a special grant allocation for the construction of a main artery into west Donegal.

The funds available to me for road grants in the current year have already been fully committed and accordingly I am not in a position to notify a grant for the purpose mentioned.

asked the Minister for the Environment if he will have officials from his Department visit west Donegal and prepare a report on the condition of the roads with a view to making a special grant allocation for repair.

Responsibility for the maintenance and improvement of the public road network in west Donegal rests with Donegal County Council, as road authority, and accordingly the preparation of a report on the condition of roads in the area would be a matter, in the first instance, for the county council. There are no funds at my disposal at present from which additional road grants could be notified.

asked the Minister for the Environment if he will make a special allocation to Donegal County Council for the purpose of (a) extending SI houses and (b) installing basic facilities in demountable dwellings.

The carrying out of improvement works to its rented housing stock is the responsibility of the local authority concerned. My Department operate a scheme of grants and unsubsidised loans for the carrying out of certain improvement works to local authority dwellings. Any proposals under this scheme that Donegal County Council may submit to my Department will be carefully considered.
