Under the conditions of the enterprise allowance scheme applications must be approved for participation before the business commences. Retrospection is not permitted. The person in question had started his business before his application had been sanctioned by the National Manpower Office and his application was refused for this reason.

An application to participate in the enterprise allowance scheme has not been received from the person concerned by the National Manpower Service office in Tallaght which would be the relevant NMS office. I have arranged that a copy of the conditions of the scheme be sent direct to him and when completed this should be returned directly to the local National Manpower Service office, Westpark, Old Bawn Road, Tallaght (Telephone: 525111).
