asked the Minister for Education the reason a person (details supplied) in County Tipperary has been refused a VEC scholarship to attend the School of Art in Cork despite approval by North Tipperary VEC.

The person in question is an applicant for a VEC scholarship under the 1979 VEC scholarships scheme in which year the award of scholarships was made on a competitive basis. As the person in question did not compete for a scholarship in that year it would not be permissible, under the terms of the 1979 scheme, to award a scholarship to this person now. County Tipperary North Riding VEC withdrew its conditional approval of scholarship this year when it was ascertained that the person in question sat the leaving certificate examination in 1979 rather than 1984.
