asked the Minister for the Public Service the cost of paying salaries in the public service in each year from 1974 to date; and if he will provide a breakdown of the cost of employing the Civil Service and other members of the public service such as teachers and gardaí, for the period in question.

As the reply is in the form of a tabular statement, I propose to circulate it in the Official Report. The following is the information requested by the Deputy:

Footnotes:

(a) For the purpose of the question, the cost of paying salaries is taken to mean non-capital expenditure on public service pay as defined for budgetary purposes, i.e. pay of civil servants, teachers, defence forces, gardaí, health service employees, in addition to amounts included for pay in grant-in-aid to certain State bodies and colleges. Pay of employees of commercial State-bodies and local authorities is not included as it is not funded directly by the Exchequer, and is not, therefore, part of the Exchequer Pay Bill. The cost of paying salaries includes basic pay, overtime, allowances and employers PRSI contributions. The cost of public service pensions is not included in the above figures.

(b) "Other Pay" covers amounts included for pay in grants to non-commercial State bodies, universities and other colleges. For the years 1975 to 1979 inclusive, the cost of pay in grants to voluntary hospitals — which was then classified as "other pay"— has been included in the "health employees" totals in column 7 above for purposes of more accurate comparison with expenditure in other years.

(c) No figures are included for 1974 as the financial year was converted to a calendar year basis effective from 1 January 1975. Prior to this the financial year was based on the period 1 April of the first year to 31 March of the following year.

(d) The 1984 estimate does not include pay costs of former employees of the Department of Posts and Telegraphs. Responsibility for the day to day operation of the postal and telecommunication services was transferred to An Post and Bord Telecom Éireann respectively on 1 January 1984.

(e) It is not possible to distribute the provision of the £54 million in Vote 49 for pay increases payable in 1984 because the distribution of additional cost of pay increases by Vote is not known at this time.
