asked the Minister for Agriculture given the implications of the super-levy for limiting agricultural growth, if he agrees that it is desirable to introduce the beef cow premium before 1985; and the present position on this question.

In view of the need to obtain EC clearance for the necessary major changes in the disadvantaged areas schemes and to give producers adequate notice to expand beef cow numbers and also having regard to the cost implications for the Exchequer, it would not be possible to introduce the increased beef cow grants announced in the national plan earlier than 1986.
