asked the Minister for Agriculture if he will make a statement of the potential impact of the super-levy on the viability prospects of many farmers in the rescue package, given that over half of them are mainly dependent on dairying and of these three-quarters need an increase in their milk quota if they are to achieve viability.

The arrangements for producers with special difficulties under the super-levy system which I recently announced include provisions which enable farmers in the rescue package to be given temporary allocations additional to their basic quota entitlement.

asked the Minister for Agriculture in relation to the special arrangements dealing with the super-levy and his provision, among the categories of special difficulties, for holdings affected to a substantial extent by "a serious natural disaster" which does not include adverse weather conditions, if he will clarify what he means exactly by natural disasters in this context.

Under the super-levy regulations it is compulsory for member states to include this condition in the list of special cases to be met from a national reserve. However, no Irish case is expected to qualify under this category.
