asked the Minister for Foreign Affairs if the Government was aware of the British withdrawal of all derogations (details supplied) stretching back to 1957 and including all derogations brough in in connection with the breakdown in Northern Ireland from 1969 to date including internment, rubber bullets and special courts, from the Convention of Human Rights on 22 August last, ten days after Seán Downs was killed by a plastic bullet in Belfast; and, if so the reason his Department did not make a protest to the Council of Europe as to the reality of day-to-day life in the North in line with its own statement.

The answer to the first part of the Deputy's questions is yes. As to the second part of the Deputy's question the Council of Europe is aware of the Government's position in relation to the situation in Northern Ireland.
