Written Answers. - Statutory/Non-Statutory Bodies and Committees.

561.

asked the Minister for Foreign Affairs the names of the members on the board of each statutory body, if any, under the aegis of his Department.

The only statutory body under the aegis of my Department is An Bord Scoláireachtaí Comalairte (the Scholarship Exchange Board). Its members are: Professor J.J. Lee (Chairman); Mr. John L. Dennis; Mr. A.J. Fox; Mrs. Sarah A. Nagle; Professor Colm O'hEocha; Professor William A. Watts and Dr. Peggy O'Brien.

An Bord Scoláireachtaí Comalairte was established by the Scholarship Exchange (Ireland and the United States of America) Act 1957. The functions of the Board are to finance the educational activities of Irish citizens in institutions of higher learning in the United States and of US citizens in institutions of higher learning in Ireland.

Four members including the Chairman, are appointed by the Minister for Foreign Affairs and three are US citizens appointed by the US Ambassador. The term of appointment is two years.

562.

asked the Minister for Foreign Affairs the names of the members of each non-statutory body or committee under the aegis of his Department established since 1 January 1980; the date of the first appointment of each such body or committee; the terms of reference or objectives in each case; and the date on which each body or committee reported or the date on which a report of each such body or committee is expected.

The only body under the aegis of my Department coming within the scope of the Deputy's question is the Advisory Council on Development Co-operation. The council was established, in accordance with a Government decision of April 1979, in 1980; the first meeting of the council was held on 21 March 1980.

The names of the members of the present council, which was appointed for a three year term from 1 January 1983 are in the following list. The terms of reference of the council are to provide a forum for an informed discussion of matters relating to development co-operation and to offer advice to the Government, through the Minister for Foreign Affairs, on such issues. The council provides reports and recommendations to the Minister for Foreign Affairs from time to time, on topics related to development co-operation. The most recent report of the council, on Irish bilateral assistance in the health care sector, was presented in November 1984.
