The Management Committee on Industrial Policy, Industrial Costs Monitoring Group, National Enterprise Agency Ltd., Courseware Committee and the Export Credit Advisory Committee are the only non-statutory bodies or committees set up under the aegis of my Department since 1 January 1980. The information requested by the Deputy in relation to these bodies is set out in the following tabular statement:

Management Committee on Industrial Policy

The Management Committee on Industrial Policy consisting of the Chief Executives of the principal industrial development agencies and a representative of the Department of Finance, under the Chairmanship of the Department of Industry, Trade, Commerce and Tourism, was established in accordance with paragraph 13.7 of the White Paper on Industrial Policy. Its brief is to ensure the prompt implementation of Government policy on industrial development and the coordination of the activities of the Industrial Agencies

The function of the Committee is not to submit reports but rather to consider reports from its members on topics pertaining to its mandate

Industrial Costs Monitoring Group (ICMG)

The membership of the ICMG is currently being restructured and will comprise representatives of the Industrial Develoopment Authority, the Central Statistics Office, the Departments of Finance, Labour and Industry, Trade Commerce & Tourism. The Group will also have an independent businessman and an independent Chairman

The Groups initial report which was not published, was made to the Minister for Industry, Trade, Commerce and Tourism on 7 June 1984

National Enterprise Agency Ltd. (NEA)

The NEA was established to assist in the development of commercially viable business enterprise in Ireland. It invests risk capital selectively in industrial, commercial and other business projects with potential for increasing productive employment. It participates in ventures based on Irish national resources, import substitution and export opportunities, and research and development activity

The NEA submits an annual Report and Acounts to the Minister for Industry, Trade, Commerce and Tourism which is laid before both Houses of the Oireachtas

The Committee's remit is to advise with regard to:

The Committee is an advisory committee and its purpose is to provide views as appropriate to the Minister on the aspects of the export credit insurance and finance schemes.The Committee has met seven times.

(1) The adequacy of existing export credit schemes so as to ensure their responsiveness to the needs of exporters.

(2) The international competitiveness of existing export finance schemes which are directly related to the assignment of the export credit insurance policy.

(3) The adequacy of existing arrangements for the promotion and marketing of the export credit insurance schemes.

(4) The development of new export credit insurance related financing.
