asked the Minister for Communications whether he has considered submissions from the Telecommunications Association regarding the monopoly status of Bord Telecom with regard to licensing and related issues in the communications area; and if he will make a statement outlining Government policy in this area and whether it is proposed to hold further discussions with the association.

I received a submission from the Telecommunications Association last year and the Minister of State at my Department met representatives of the association to discuss with them the points raised in that submission. My Department have since communicated with the Telecommunications Association about the testing of terminal equipment and about proposed regulations under section 98 of the Postal and Telecommunications Services Act, 1983.

The position in regard to licensing under section 111 (2) of the Act is under review and consultations will be held with the Telecommunications Association and with other interested parties when proposals for a new licensing regime are being formulated.
