Vol. 358 No. 13

Written Answers. - Flour Imports.

652.

asked the Minister for Agriculture the price that imported flour is quoted on the Irish market; and the price quoted for similar flour on the British market.

The price at which imported flour is sold on the Irish market is a matter between the purchaser and the supplier. There is no published quotation for such flour but it is understood that the current price quoted in trade magazines for UK flour sold in the UK ranges from £284 to £290 sterling.

653.

asked the Minister for Agriculture if the takeover of the Irish flour market by British mills will bring an end to wheat growing in this country.

654.

asked the Minister for Agriculture if he is concerned about the future of the Irish milling industry; if he intends to take action to ensure fair competition for the industry; and if he will make a statement on the matter.

I propose to take Questions Nos. 653 and 654 together. I am, of course, concerned at the extent to which imports of flour have increased over the past few years. The difficulties which these imports have caused for the Irish flourmilling industry have been brought to the notice of the EC Commission and the UK authorities. Under EC rules there is free trade in flour between member states and the imposition of restrictions on imports is not permitted. The Commission did not accept that the trading practices being followed by UK exporters are an abuse of a dominant position contrary to Article 86 of the Treaty of Rome.

Essentially what is required is that Irish bakers and other flour users should be aware of the consequences for the economy and for employment generally, arising from the use of imported flour. I have stressed this aspect in the course of my dealings with all interested parties.
