asked the Minister for Education if a person (details supplied) in Dublin 5 is entitled to a grant from her Department or from the EC as she is attending the National College of Art in Kildare Street on a full year course; and if she will make a statement on the matter.

The question of the eligibility of a candidate for a higher education grant is a matter in the first instance for the local rating authority. If the person in question wishes to have her case for a higher education grant considered she should apply to Dublin Corporation, the body administering the higher education grants scheme in her area.

In regard to the question of an EC grant the person concerned is not eligible for the award of such a grant as, under the terms of the European Social Fundaided special training grants scheme these grants are available only to students attending one and two-year courses of vocational training at national certificate level in regional technical colleges and colleges of technology.
