asked the Minister for Labour the reason full payments have not been made to a person in County Tipperary for the employment of another person (details supplied) as these payments are now long over-due and he has just received one payment for the first six weeks of the term; when he will be paid; and the amount that he will be paid.

The young person concerned was on a national manpower service work experience programme. The sponsoring employer pays the young person a weekly allowance of £32.50 for a period of 26 weeks; this payment is recouped at six to eight weekly intervals in arrears from the Department of Labour. The programme began on 30 October 1984. The first claim for payment from the sponsor for the first six weeks was received in headquarters on 20 December 1984 and payment was made on 10 January 1985.

Four further claim forms for the remaining 20 weeks for a total of £650 were received in headquarters on 28 May 1985. I understand that these had been delayed at the local national manpower service office because of difficulties in obtaining properly completed claim forms and the failure of the young person to attend a group monitoring session. The claims are now being processed and payment will issue shortly.
