I am not in a position as yet to indicate when the proposed national lottery will commence. I have practically finalised my proposals on the introduction of a national lottery and I will be submitting these for the Government's consideration very soon.
I am giving consideration to the question of who might benefit from the proceeds of the lottery and I will also be submitting my proposals in this regard to the Government shortly. The Deputy will appreciate that the scale of the proceeds from the lottery will be a major determining factor in this connection.
