asked the Minister for Justice the reason the new District Court rules which were formulated and printed in 1978 have not yet been signed or brought into effect by him.

(Limerick East): The rules in question could not be brought into effect in the absence of new legislation. This was recognised by the then rules committee who recommended that legislation be enacted for that purpose. The Courts Bill which is at present before the House provides for certain amendments of the law which are required before the rules can be made. These amendments require some further redrafting of the rules and this aspect has been drawn to the attention of the rules committee.
