asked the Minister for Fisheries and Forestry the reason a fishery inspector would not hand over a salmon fishing licence to a person (details supplied) in County Donegal; if the fishery board then had the right to allocate this licence to another person without giving the original nominee an explanation or the right of appeal; and if he will fully investigate this matter and make a statement on it.

Under the Control of Fishing for Salmon Orders, 1980 and 1982, which govern the issue of salmon net fishing licences, the assessment of applications and the allocation of licences are matters for determination by the regional fisheries board concerned. I understand that in the case referred to by the Deputy, the Northern Regional Fisheries Board decided not to issue a licence to the applicant in question because he refused to comply with Bylaw 583 of 1976 which requires licence holders to paint the registered number on his boat. I am asking the board to review the case.
