asked the Minister for the Environment if, in view of the number of local authorities who, in recent months, have decided not to apply domestic water charges next year, the Government will now abolish the charges nationally.

I am aware that a number of local authorities have passed resolutions on the matter but it would be wrong to pre-empt the decisions local authorities might wish to make in the context of their estimates for 1986. I have already made an order transferring the function of the making of domestic charges from the managers to the elected members in respect of county councils and urban district councils and have asked county boroughs to consider the matter in the light of the provisions of the respective city management Acts.
