asked the Minister for Foregin Affairs whether the minister at the Embassy of the South African regime in London informed or sought the permission of the Irish Government prior to his visit here to address a student society in Dublin in November; his response to any such request; and if, in view of the fact that there is no visa requirements for South Africans entering the State, he will introduce a visa requirement for South African diplomats who intend to visit this country.

There are no proposals, at this time, to introduce a visa requirement for South Africans intending to visit this country.

The minister of the South African Embassy in London did not inform the Government of his intention to visit Dublin; it would not be normal practice for him to do so. In his capacity as a private citizen he would not need to seek Government permission to visit Ireland.

Ireland does not maintain diplomatic relations with the Republic of South Africa. South African officals who are accredited as diplomats in another country do not, therefore, enjoy diplomatic privileges and immunities in Ireland and are regarded as private citizens while in this country.
