(Dublin North-West) asked the Minister for Labour the reason a person (details supplied) in Dublin 11 who has set up his own business and offered employment to three persons who were unemployment had an application for a grant under the employment incentive scheme refused.

The conditions of the employment incentive scheme require that an application to participate must be submitted and approved by the local office of the National Manpower Service before recruitment takes place. Failure to comply with this condition automatically disqualifies an employer from participation in the scheme.

There is no record of an application in the Department of Labour from the employer in question. The local manpower offices of the Department which would have handled the application have no record of an application nor of any informal approach in the matter.

If the employer wishes to benefit under the employment incentive scheme for recruitments he should, in the first instance, contact the local office of the National Manpower Service for information and advice as to how to proceed.
