I presume the Deputy is referring to EC grants which are available under the structural funds namely the European Regional Development Fund, the Social Fund and the EAGGF Guidance Fund. The Commission of the European Communities requires that all applications for grants from those funds be submitted to the Commission by the relevant member state. Accordingly the question of direct application by local authorities does not arise.
