asked the Minister for Education if she will give a detailed breakdown of the £110 million expenditure which she has stated would be required to pay the teachers arbitration award as recommended by the Public Service Arbitrator.
Written Answers. - Teachers' Pay Award.
The chairman of the arbitration board for teachers in his findings recommended that there be an increase of 10 per cent in the salary and allowances of teachers, such increase to take effect as to 50 per cent thereof from 1 September 1985 and as to the balance from 1 March 1986.
Dáil Éireann approved the implementation of the findings, subject to modification as follows: (a) one-third of the recommended 10 per cent increase to take effect as from 1 December 1986; (b) a further one-third to take effect as from 1 December 1987; (c) the remaining one-third to take effect as from 1 July 1988. The figure of £110 million represents the estimated difference in the overall cost to the State between the modification approved by Dáil Éireann and the implementation of the 10 per cent increase from the dates recommended by the chairman of the arbitration board. The breakdown in respect of the different years is as follows:
1985 |
£10m |
1986 |
£53m |
1987 |
£38m |
1988 |
£10m |
£111m |
When allowance is made for the calculation of superannuation lump sums by reference to the amounts and effective dates recommended by the chairman of the arbitration board (in accordance with the provisions of the draft proposals for a pay agreement) the total figure comes to £110 million.
