asked the Minister for Industry and Commerce if he is aware of the serious difficulties that motor cycle owners have in securing insurance for pillion passengers; if he intends to make any representations to the insurance industry on this matter; and if he will make a statement on the matter.

Limerick East): I am aware that insurance in respect of motor cycle pillion passengers is not readily available. As the Deputy may be aware, third party liability insurance in respect of pillion passengers is not compulsory under road traffic law. The Minister for the Environment is, however, considering a number of alternatives which may help to bring about a situation where pillion passengers on motor cycles will be afforded a means of insurance cover. The alternatives in question were outlined by the Minister for the Environment last August in a discussion paper which invited the comments of interested parties. I understand that he is currently assessing the response to each alternative and any further questions on this subject should be referred to him.
