asked the Minister for Industry and Commerce if he is aware that attempts are being made by Dublin City Council to allocate legal trading areas to the traditional street-traders but permits cannot be granted because the street-traders have previous convictions under the Casual Trading Act, 1980; if he will assist in resolving this difficult issue by granting an amnesty to the street-traders; and if he will make a statement on the matter.

Limerick East): Under section 4 (6) of the Casual Trading Act, 1980, any person who has been convicted of two or more offences may not be granted a casual trading licence for a period of five years. I am aware that a number of persons are subject to this disqualification at present. However, I have no power under the Act to remove a disqualification arising under section 4 (6) of the Act.
