asked the Minister for Justice his decision with regard to a plea for clemency made some months ago on behalf of a person (details supplied) in County Westmeath.

Down the years, we have as a matter of principle declined to say, in reply to parliamentary questions, whether or how they might exercise powers of remission or commutation of a penalty imposed on a person convicted of a criminal offence. I am satisfied that this practice is well justified and I think it necessary to adhere to it.

I refer the Deputy to a letter dated 10 April 1986 conveying my decision to her in this matter.
