asked the Minister for Industry and Commerce the action he proposes to take to ensure that careful motorists are not made to suffer because of careless and uninsured drivers.

Limerick East): I am concerned at the burden which the claims arising from uninsured drivers can impose on the premiums paid by lawabiding motorists. This and other matters have been the subject of examination by an inter-ministerial working group on motor insurance. The Government has implemented measures to tackle the problem viz. increased fines for uninsured driving offences, increased garda surveillance, compulsory display of windscreen insurance discs. As for careless driving, improvement here is very much in the hands of the motorist. Careless drivers with claims against them do, of course, suffer loss of no claims bonuses, and may also attract loadings on premium if convicted.
