Written Answers. - Social Welfare Benefits.

109.

asked the Minister for Social Welfare if disability benefit will be paid to a person (details supplied) in County Wexford.

The person concerned claimed disability benefit from 5 March 1986. All benefit payable to 9 April 1986 the date of the latest medical certificate received was issued to her on 18 April 1986. The delay in issuing payment was due to investigations into her insurance record which have now been completed.

110.

asked the Minister for Social Welfare whether a person (details supplied) in County Wexford who is an employee of a British company but who is an Irish resident is entitled to claim maternity benefit from the UK or the Irish authorities; and if she will expedite her existing claim to date.

Maternity benefit can be claimed in the country of expected confinement. In cases where the claimant has no Irish entitlement the claim is referred to the country of origin. There is no trace of a claim having been received from the person concerned. It has not been possible to trace the person's insurance record from the details supplied. An application form for maternity benefit was sent to the person concerned on 21 April 1986 and when it is returned it will be dealt with promptly.

111.

asked the Minister for Social Welfare if a decision has yet been made on the unemployment assistance claim of a person (details supplied) in County Kilkenny.

Entitlement to unemployment assistance is dependent on a claimant being the holder of a qualification certificate and to obtain a qualification certificate certain conditions, including an assessment of means, must be satisfied.

The person concerned claimed unemployment assistance on 27 March 1986 and his case was referred to a social welfare officer for investigation of means.

Certain inquiries are being made regarding his capital and when these are completed, his means will be assessed as quickly as possible and his entitlement to unemployment assistance determined accordingly.

112.

asked the Minister for Social Welfare when a decision will be reached on the unemployment assistance application of a person (details supplied) in County Westmeath which he made eight weeks ago.

It has not been possible to trace receipt of a claim for unemployment assistance which refers to the person named in the details supplied. Further inquiries in the matter will be made if the Deputy will furnish additional information to enable the person concerned to be identified.

113.

asked the Minister for Social Welfare when an invalidity pension will be awarded to a person (details supplied) in County Cork.

Invalidity pension has been awarded from 19 December 1985. A pension book payable from 8 May 1986 will be issued to the designated post office of payment. Arrears in respect of the period from 19 December 1985 to 7 May 1986, less the amount of disability benefit paid during that period, will be paid by payable order.

114.

asked the Minister for Social Welfare if she will arrange to pay unemployment assistance to a person (details supplied) in County Cork.

Entitlement to unemployment assistance is dependent on a claimant being the holder of a qualification certificate and to obtain a qualification certificate certain conditions, including a means assessment, must be satisfied.

The person concerned recently claimed unemployment assistance and his claim was referred to a social welfare officer for investigation of means. When the inquiries, which will be completed as soon as possible, are completed, his means will be assessed and his entitlement to unemployment assistance determined accordingly. The person concerned last signed as unemployed at his local office on 10 April 1986.

115.

asked the Minister for Social Welfare if she will restore disability benefit to a person (details supplied) in County Roscommon.

Where a person has less than 156 contributions paid since entry into insurable employment, entitlement to disability benefit is limited to 52 weeks. According to the records of the Department the person concerned has only 130 contributions paid on her behalf since entry into insurance and she exhausted her 52 week entitlement on 26 March 1986.

In order to requalify for disability benefit it will be necessary for her to have at least a further 13 weeks of insurable employment for which the appropriate contributions are paid.
