Written Answers. - Enterprise Allowance Scheme.

asked the Minister for Labour the reason a person (details supplied) in County Wexford is being refused capitalisation of pay-related benefit as a participant of the enterprise allowance scheme and if he is aware that the applicant in question was advised by the National Manpower Service not to apply for such capitalisation until the end of the participation of the enterprise allowance scheme having originally applied when applying for the enterprise allowance scheme.

The purpose of PRB capitalisation is to assist enterprise allowance scheme participants with business start-up costs. During the course of the administration of this facility it emerged that participants were applying for capitalisation of PRB for costs other than start up costs. For this reason, my Department set a time limit of three months from commencement on the scheme for making applications for capitalisation of PRB.

In the light of difficulties created by the time limit, I am removing the limit pending the publication of revised conditions of the scheme. The application in the question has been re-examined. A lump sum payment of £290 has been approved and will be paid soon.

asked the Minister for Labour when a lump sum payment under the enterprise allowance scheme will be made to a person (details supplied) in County Carlow.

The person in question applied on 14 February 1986 for a capitalisation of weekly payments under the enterprise allowance scheme. His application was approved earlier this month and the applicant informed that he would receive the capitalisation payment after he had demonstrated to his local placement officer that he had purchased the items for which he had sought the lump sum.
