asked the Minister for the Environment if he is satisfied that the ownership of vehicles, by reference to registered numbers, can be identified in each case; and if any instances have been reported where it is not possible to trace ownership even though the owner of the vehicle has registered in a satisfactory manner and paid the appropriate fee.

Generally, ownership of vehicles can be identified by reference to vehicle registration numbers. However, where a person disposing of a vehicle delays or fails to submit the statutory transfer of registered ownership form to the appropriate motor taxation office, the local authority's records will not reflect the true position in relation to ownership of the vehicle. Also, on extremely rare occasions, the relevant particulars could be incorrectly recorded; where this occurs, every effort is made to correct the error immediately.
