asked the Minister for Agriculture if he will now take direct action on cereal substitutes, implementing quality standards and compulsory declaration of ingredients.

In the Council of Minister I have repeatedly advocated measures aimed at curbing the import of cereal substitutes. However, in the case of most of the substitutes the rates of import protection are bound in GATT. Commitments in this respect were made in the context of the Community gaining international acceptance of its cereals support system and/ or obtaining advantages for Community agricultural and industrial exports in the markets of its GATT partners.

The quality of animal feed rations is monitored on a regular basis by officers of my Department. I am at present examing, in conjunction with farmer representatives and feeding stuffs manufacturers, the question of requiring declarations of specific ingredients in compound feeding stuffs.
