asked the Minister for the Environment if he will outline, in detail, the total amount of money spent by the State in the years 1940, 1950, 1960, 1970, 1980, 1981, 1982, 1983, 1984 and 1985 on (a) national primary roads (b) national secondary roads (c) regional roads, (d) county roads and (e) any other roads; and if he will make a statement on the matter.

The information requested, in so far as it is available, is set out in the following tabular statement:—

Notes:

1. Sufficiently detailed records are not available to provide a breakdown by road classification of the payments for 1970 and previous years.

2. The data refer to State road grants administered by the Department of the Environment. They do not include payments made under the local improvements scheme (for non-public roads) or payments made under previously-operated special employment and emergency schemes.

3. The table does not include payments made to Border counties for road improvements under the Special Border Area Programme 1981-85 which was jointly financed by the Exchequer and the non-quota section of the European Regional Development Fund.

The following allocations were notified to local authorities during the period of that programme for works on non-national roads (including county roads):

4. The block grant is paid to local authorities to supplement expenditure from their own resources for the improvement, maintenance and management of regional roads and urban roads, for improvement works on county roads and for the implementation of traffic management measures.

asked the Minister for the Environment if he will outline, in detail, the total amount of money available for road development in this country for 1986; if he will specify the exact amount available for (a) national primary roads, (b) secondary roads, (c) regional roads, (d) county roads and (e) any other roads; and if he will make a statement on the matter.

A sum of £160.61 million is available to my Department in the current year for the payment of grants in respect of the improvement and maintenance of public roads. This is additional to the funds which are being provided by the local authorities from their own resources. Details of local authority funding from their own resources are not available at this stage.

The 1986 State road grant allocations were notified to local authorities under the following headings:

(a) Major improvement works — £82.50 million.

(b) Other specific improvement works — £38.20 million.

(c) Block grants — £20.42 million.

(d) Maintenance of national roads — £19.49 million.

Each of the allocations refers to more than one road classification. Information in the form requested by the Deputy will be available when the grant payments for 1986 have been finalised and final returns of expenditure in the year by local authorities have been supplied to the Department in due course.
