asked the Minister for the Environment if he is aware of reports that persons holding taxi-plates in Limerick, are leasing their taxis and-or plates to third parties who are not paying either tax or PRSI, as employees or as self-employed; if he intends to take any steps to stamp out this abuse; and if he will make a statement on the matter.

I do not have information about the taxation or social insurance position of the persons referred to by the Deputy.

The arrangements in operation under the Road Traffic Acts for the determination by the Garda Commissioner as to the fitness of an applicant to hold a small public service vehicle licence, or a licence to drive such a vehicle, are related to the safe and proper operation of such vehicles and would not normally include considerations as to tax or social insurance, which are matters primarily for the Revenue Commissioners and the Department of Social Welfare respectively.
