asked the Minister for Tourism, Fisheries and Forestry if he is aware of the practice of using flags of convenience by Spanish owned fishing vessels, which is causing considerable disquiet among traditional fishermen; and if he will make a statement on the matter.

A sea fishing vessel may only be registered in Ireland subject to a fishing licence having been granted by me as Minister for Tourism, Fisheries and Forestry and provided that the vessel in question is wholly owned by an Irish citizen or a body corporate established under and subject to the law of the State and having its principal place of business in the State. Under the Fisheries Acts, I may allow or refuse an application for such a licence. Alternatively, I may attach to a licence such conditions as are considered necessary with regard to the period of validity of the licence, species to be fished, areas of operation and crewing arrangements.
