asked the Minister for the Environment if he will make an order requiring his Department to notify holders of driving licences which exceed more than one year of their expiry date; and if he will make a statement on the matter.

The granting of a driving licence is, in law, a matter for the local licensing authority (motor taxation office) in whose functional area an applicant resides.

While there is no legal obligation on licensing authorities to issue reminders to the holders of driving licences, the issue of such reminders is facilitated by the fact that the authorised form supplied to licensing authorities by my Department for affixing to driving licence books is such that a reminder slip is automatically compiled when the authorised form is being completed by the licensing authority at the time a licence is being granted.

Licensing authorities have been encouraged to issue these reminder slips and in practice most of them do so together with the necessary driving licence application form. A person holding an out-of-date driving licence is covered by an indate motor insurance policy, provided all other requirements of the policy are being met.
