Order of Business.

It is proposed to take Business in the following order: Nos. 29, 30 and 31. By agreement, the Dáil shall sit later than 9 p.m. today and not later than 11.30 p.m. and business shall be interrupted at 11 p.m. Also by agreement, the proceedings on Second Stage of No. 29 shall be brought to a conclusion not later than 1.30 p.m. today and the Minister for Communications shall be called on to conclude not later than 1 p.m. today. Also by agreement, the proceedings on the remaining Stages of No. 29 shall be brought to a conclusion not later than 11 p.m. today by one question which shall be put from the Chair and which shall in relation to amendments include only amendments set down by the Minister for Communications. Private Members' Business shall be No. 48.

Are the arrangements for taking today's Business agreed? Agreed.

On the Order of Business, will the Taoiseach say when it is proposed to introduce the National Lottery Bill. It is not on the Order Paper but it has been indicated outside the House——

I think it is on the Order Paper.

Certainly Second Stage has not been ordered. Yesterday it was announced outside the House that all Stages would be completed——

The Deputy may ask a question and I will allow it.

Will the Taoiseach state when the Bill will come before the House?

It is No. 5 on the Order Paper.

I wish to know when it is proposed to take it and how much time will be given to the House to discuss the matter. It is a complex Bill.

Organisation of the Business of the House is a matter to be discussed by the Whips.

It was announced yesterday outside the House that the Bill will be concluded in this session but there is no time for it.

That is our intention and arrangements will be made between the Whips.

Is the Taoiseach aware of reports that Libya is considering resuming support for the IRA?

That does not arise on the Order of Business. It may be important but it does not arise now.

With respect, not to regard that possible development as important shows a queer sense——

I will confine myself to matters over which I have control. It does not arise on the Order of Business. I am sorry.

With the permission of the Chair, I should like to raise the matter on the Adjournment.

The Chair will communicate with the Deputy.

With the permission of the Chair, I should like to raise on the Adjournment the need for an authority to monitor the performance of the Judiciary in view of public concern arising because of recent decisions made in the courts.
