asked the Minister for Finance the reasons an incorrect certificate of tax free allowances has been issued to a person (details supplied) in Dublin 24.

I have been advised by the Revenue Commissioners that the taxpayer has not completed a return of income since 1983-84. The inspector of taxes issued return of income forms to the taxpayer for completion on 4 June 1986 when he called to the tax office, but these have not been returned to date. An amended certificate of tax free allowances for 1986-87, incorporating the correct amount of life assurance relief due as disclosed by the taxpayer during his call to the tax office, was issued to the taxpayer on 16 June 1986.
