asked the Minister for Justice the total number of non-indictable offences in which proceedings were taken in 1985; the increase this represents over the figures for 1980; and if he will make a statement on the matter.

The total number of non-indictable offences in which proceedings were taken in 1985 was 566,676. This represents an increase of 40.7 per cent over the corresponding figure for 1980.

While the increase in the period in question is substantial, it is noteworthy that last year compared with 1984, there was a decrease of 33 per cent in the number of proceedings for such offences.

This was the first time that a decrease in such proceedings had occurred since 1978 and together with the drop in the level of indictable crime recorded, it would appear to support the view that, for the present at any rate, the incidence of crime is decreasing.
