asked the Minister for the Public Service if he will give an assurance that 10 per cent of those recruited as temporary clerical officers trainees with his Department will be appointed full time in 1986 in accordance with the guidelines of his Department; if he will ensure that a full training period is provided for those selected; and if he will make a statement on the matter.

1,000 temporary clerical trainees were appointed to various Government Departments for a one year period of service following the publication of the White Paper Serving the Country Better in September 1985. As announced in the White Paper, a number of trainees will, depending on their performance during training, be given an opportunity of competing for permanent positions in the Civil Service. It is intended to hold a competition in October 1986 confined to temporary clerical trainees, serving on 1 September 1986 for 100 clerical assistant posts in the Civil Service. Those appointed to permanent posts from the competition will become eligible for the full range of formal training provided for the grade of clerical assistant, in addition to specific “on-the-job” training.
