Criminal Justice Act, 1984 (Treatment of Persons in Custody in Garda Síochána Stations) Regulations, 1986: Motion.

I move:

That Dáil Éireann approves the following Regulations in draft:

Criminal Justice Act, 1984 (Treatment of Persons in Custody in Garda Síochána Stations) Regulations, 1986,

a copy of which regulations in draft was laid before Dáil Éireann on 1st July, 1986.

This document was circulated only this morning to Members of the House. May I ask the Minister why we are not being allowed time to study and to debate it?

The House has just passed an order to take it without debate.

That is very unsatisfactory. The document was circulated this morning and now we are asked to take it without debate.

The Deputy should have been here for the past few weeks. Then she would have known all about it.

That point would have been more relevant on the Order of Business.

While expressing no disagreement with the Order of Business, I should like to know why it is necessary to introduce such a complex document without giving some opportunity for serious evaluation of its contents.

They have come alive suddenly.

The House made an order that items 8 and 9 be taken without debate. If I were to allow even short speeches things would get out of hand.

I am asking why there has been no debate. I am asking to change the Order of Business.

Now is not the appropriate time to raise the matter.

Particularly from the worst attenders in the House.

We will be in good attendance after the next election.
