asked the Minister for Finance if he will outline the latest position regarding the proposal contained in the 1985 Budget statement to sell Government debt to multinational companies located in Ireland and, particularly, if he will say the amount which has been received to date; the amount expected to be raised in the rest of this financial year and the terms and conditions of any such borrowing that has been agreed to date.

As I have indicated previously to the House, a carefully structured scheme has been drawn up to give effect to the enabling legislation contained in the Finance Act 1985 under which certain firms will be allowed to purchase tax-free securities. The draft scheme is based on extensive market research and is structured so as to ensure that eligibility is strictly confined to firms for which it is intended. Before the scheme can be launched a small number of legal and financial aspects have still be be finalised. This is now being done. Pending the launch, it is not possible to provide the other information sought by the Deputy.
