asked the Minister for Health if the statement made by the Secretary of his Department to a meeting of the World Health Organisation at Dromoland Castle represents Government policy; and, if so, when he intends to implement it.

asked the Minister for Health when it is proposed to publish the details of the radical policy changes announced by the Secretary of his Department at a meeting of the World Health Organisation at Dromoland Castle.

I propose to take Questions Nos. 281 and 282 together.

The presentation made to the World Health Organisation seminar in Dromoland Castle by officers of my Department represents my views and those of the Government in relation to an evaluation of the current status of health and health services in Ireland, and assessment of present problems and an indication of the direction which health policy should take for the future. In the light of the favourable response to the policy statement from the World Health Organisation, the seminar participants and from many sources in this country, I have now decided that this preliminary statement should be developed into a consultative document for dissemination to all concerned with health in its broadest terms. This will be available shortly. I will be inviting comments on the document leading to the possibility of a broadly-based national conference on health in mid-1987.
