asked the Minister for Agriculture if an applicant for grant aid under the farm improvement scheme is now obliged to have the work carried out by registered builders or contractors with the option of direct labour no longer available.

An applicant for grant aid under the farm improvement programme has the option of having the work carried out by himself and his employees or by a contractor. Where an applicant employs a contractor to carry out grant-aided work the contractor must be registered for VAT.
