asked the Minister for the Environment if he will outline the proposals submitted to him from South Tipperary County Council for the provision of isolated cottages; if he is aware of the urgent need of rehousing in all such cases; if he will give speedy sanction to the money required for such purposes and if he will make a statement on the matter.

There are no proposals before my Department at present from Tipperary (SR) County Council for the provision of individual isolated cottages. Under the present cost control procedures, housing authorities are generally not required to submit such proposals where they already have a unit cost approval for such houses from my Department. Tipperary (SR) County Council have such a unit cost approval.

In submitting their claim for capital to meet expenditure on their housing construction programme in 1986, the council sought £180,000 for nine isolated cottages that they hoped to commence in 1986. The £1.1 million capital allocation notified to the council on 31 July to meet commitments on their existing programme, catered for expenditure on two of the cottages on which work had been commenced. I will, if necessary, consider the question of making additional capital allocations in due course to finance new work (including isolated cottages) where I am satisfied that there is an established housing need and that the housing authority cannot meet any expenditure arising this year from their existing allocation.
