asked the Minister for Foreign Affairs if there will be special emphasis on funding for tourism for the proposed international fund; and if he will make a statement on the matter.

A motion to approve the terms of the agreement to establish the international fund for Ireland was passed by the Dáil on 11 November 1986. The fund will be legally established as soon as the remaining formal procedures have been completed. I expect that this will be done by mid-December.

Articles 3 and 4 of the agreement concerning the fund set out the purposes and priorities which will govern the operation of the fund. The board of the fund will consider applications for assistance which fall within these priorities. As I emphasised in my contribution to the Dáil debate, the agreement establishing the fund provides that "the members of the Board shall act independently and shall not receive instructions from Governments as to the exercise of their powers".
