asked the Minister for the Environment the cost of the combined purchasing list annually in 1960, 1970, 1980 and 1985; the number of staff involved; the savings to the Exchequer; and if he will make a statement on the matter.

The cost of administering the combined purchasing system was as follows: 1960-61, £12,967; 1970-71, £34,740; 1980, £123,644; 1985, £116,346.

As these costs are levied on local authorities (a year in arrears) the curtailment of the system will not result in a saving to the Exchequer.

At the time of my decision, four heads of staff were engaged full time on the operation of the system with inputs from other Departmental personnel as required.
