Written Answers. - ESB Market Proposal.

asked the Minister for Energy if he has made any decision on an ESB proposal to enter the wholesale market for selling coal; and if he will make a statement on the matter.

asked the Minister for Energy if it is proposed to allow the harbour facilities owned by the ESB at Moneypoint, County Clare, to be used to import goods in competition with established harbours around the country; and if he will make a statement on the matter.

I propose to take Questions Nos. 14 and 15 together. I received a proposal from the ESB for a change in the Electricity (Supply) Acts, 1927-85, to allow the board to enter into the sale and distribution of coal. The proposal was examined in my Department to assess its implications. Legislation, including a provision which would allow ESB to engage in coal trading, has now been approved by the Government, and it is hoped to circulate it shortly.
