asked the Minister for Foreign Affairs if he has any plans to set up diplomatic relations with countries in Latin America, Central America and Cuba.

It would be inappropriate and contrary to international practice to speculate publicly on the question of the establishment of diplomatic relations between Ireland and any other country or countries with which we do not already have diplomatic relations. This would be a matter for discussion between the Government and the other government or governments concerned. The establishment of diplomatic relations with other countries is a matter which is kept under regular review in the light of our national and international interests and the availability of the necessary financial and personnel resources.
