Written Answers. - Philippines Human Rights Abuses.

asked the Minister for Foreign Affairs if he has made any representations to the Philippine Government regarding the murder of the political leader and trade unionist, Rolando Olalia and the general continuing abuses of human rights there; if he will urge the Philippine Government to accept the unconditional offer of a 100-day ceasefire proposed by the National Democratic Front; and if he will make a statement on the matter.

I was deeply disturbed by the gruesome killing of Mr. Olalia. This and other violent incidents in the Philippines in recent months have been a cause for continuing concern. I understand that President Aquino has established a committee of inquiry into the murder and offered a reward for information on those responsible. For this reason, I have not made any representations to the Government of the Philippines on the matter.

Ireland along with its partners in the Twelve, fully supports President Aquino in her efforts to end human rights abuses. Last March she set up a presidential committee on human rights to investigate missing persons, killings, torture and other crimes.

President Aquino has also committed herself to negotiating an end to the armed conflicts which persist in the Philippines. It has been announced that her representatives have signed today an agreement with representatives of the National Democratic Front for a 60-day ceasefire to take effect on 10 December.

At their meeting in London on 10 November 1986 Foreign Ministers of the Twelve welcomed the significant progress made by President Aquino towards restoring democratic institutions in the Philippines, notably the completion of work on a new draft constitution and looked forward to the national and local elections to be held in the Philippines in 1987. They emphasised their strong political support for President Aquino in her efforts to consolidate democracy in the Philippines, revive the economy and bring about national reconciliation.
