Private Members' Business. - Extradition (European Convention on the Suppression of Terrorism) Bill, 1986: Order for Second Stage.
Bill entitled an Act to give effect to the European Convention on the suppression of terrorism, done at Strasbourg on the 27th day of January, 1977, and to amend and extend the Extradition Act, 1965.
The Minister has very helpfully provided us with a memorandum in which is published the Report of the Convention on the Supression of Terrorism. Could he lay on the table of the House all the reservations and declarations of the States that are party to the European Convention on Extradition and the Suppression of Terrorism because, otherwise, the memorandum is somewhat misleading? If Members of the House are to understand the character of this convention it would be necessary to have the information I requested.
The matters which Deputy Woods raised will be dealt with on Second Stage. I must defer to your advice, Sir, on the matter of laying before the House instruments which are properly laid elsewhere as they are the subject matter of an international convention.
The Chair would want notice of this matter.
I am merely asking the Minister to make available to the House the reservations and declarations which go with the convention.
Would it not be simpler to circulate to Deputies the list of countries that have ratified the convention and the reservations they expressed in so doing?
I will not have a discussion on this matter now.
I have already decided that the matters raised by Deputy Woods and Deputy O'Malley can be dealt with on Second Stage. On the specific question asked, if I would lay before this House reservations to international instruments that are properly laid elsewhere, I should have to take the advice of the Ceann Comhairle.
