asked the Minister for the Environment the reason a person (details supplied) in County Kilkenny, an applicant for a house improvement grant, was advised by letter on 10 September that a cheque for £4,144 had issued, but has not received the grant to date.

The applicant was advised in the letter referred to by the Deputy that arrangements were being made to pay the grant. In the meantime the grant has been paid.

50.

asked the Minister for the Environment when a final approval and the first payment of a mortgage subsidy will be issued to persons (details supplied) in County Wexford in view of the fact that all the data have been submitted.

Approval to the mortgage subsidy issued to the applicant on 27 August 1986. The relevant claim form for payment of the first instalment was received in the Department recently and payment will be made within the next few weeks.

51.

asked the Minister for the Environment if a person (details supplied) in County Wexford will be paid a house improvement grant under a previous scheme; if not, the reason; if he will ensure that this matter is fully investigated; and if he will make a statement on the matter.

The application in this case related to the 1981 house improvement grants scheme. It had to be rejected because, contrary to a statutory condition of that scheme, the work had commenced before an inspection was carried out.

52.

asked the Minister for the Environment when payment of a house improvement grant will be made to a person (details supplied) in County Carlow.

There is no record of the receipt in my Department of an application for a house improvement grant from the person named at the address given. There is, however, an application from a person with a broadly similar name and address. The position in that case is that the grant will be paid within the next few weeks.

53.

A final inspection will be carried out within a few weeks.

55.

asked the Minister for the Environment the reason persons (details supplied) in County Waterford were refused a house improvement grant in 1983; and the reason documentation sent with the application was not returned to the applicants.

There is no record of a current application for a house improvement grant or of the submission of related documents by the persons named. According to the Department's records an application was made back in 1978 but, as in accordance with a statutory condition of the particular scheme, works were not completed and payment was not claimed by 30 June 1981, a grant could not be paid.

56.

asked the Minister for the Environment when a person (details supplied) in County Clare will be paid a mortgage subsidy.

The first instalment of the mortgage subsidy has been paid.

57.

asked the Minister for the Environment the reason a reconstruction grant has not been paid to a person (details supplied) in County Louth; the reason information supplied on 25 August 1981 was not considered or replied to: when the grant will now be paid; and if he will make a statement on the matter.

An application for a house improvement grant was received in this case on the 30 October 1986. As the application form had not been adequately completed, it was returned to the applicant on 11 November 1986. A properly completed application was received in the Department on 26 November 1986. Arrangements have been made to have an inspection carried out within the next few weeks with a view to grant approval.

There is no record of any previous application or of the receipt of any other correspondence from the person named.

58.

asked the Minister for the Environment if he will issue the payment of a house improvement grant to a person (details supplied) in County Wexford to cover an extension irrespective of the completion of other repair works on the application.

Grant approval amounting to £2,421 was notified to the applicant on 4 June 1986 for an extension (£2,000) and the replacement of two windows and a door (£421). A recent inspection revealed that the windows and door had not been replaced. It is a condition of the scheme that all necessary repairs to the house must be carried out before a grant may be paid and, accordingly, payment of the extension grant has had to be deferred. The applicant has been so informed.

59.

asked the Minister for the Environment when he will pay a mortgage subsidy to a person (details supplied) in County Wexford.

The third instalment of the mortgage subsidy has been paid.

60.

A grant amounting to £2,894 in respect of the carrying out of necessary repairs to the house has recently been approved. A grant cannot be allowed in respect of the moving of the location of the bathroom as this type of work does not come within the scope of the grant scheme.

61.

asked the Minister for the Environment when a home improvement grant will be paid to a person (details supplied) in County Offaly.

The grant will be paid within the next few weeks.

62.

A grant will be paid when an inspection establishes that the house has been satisfactorily completed and occupied and that all the conditions applying to the grant scheme have been fulfilled. The inspection will be carried out as soon as possible.
